Is severance taxable, and why the check is already smaller than expected

Yes — severance counts as a "supplemental wage" under IRS rules, the same category as bonuses. On $50,000 with no other adjustments, roughly $8,590 in federal withholding, $2,660 in California state withholding, and $3,825 in FICA (Social Security and Medicare) come out immediately, before the check is issued.

How is severance pay taxed, the number people mix up

The 22% federal rate withheld from severance (37% on any amount over $1 million in supplemental wages for the year) is a mandatory IRS withholding rate — not the same thing as your actual tax bracket.
